A spokesman for Mueller's office said Strzok was removed "immediately upon learning of the allegations, " and added that Page left the Mueller team two weeks before they became aware of the allegations.

Mr. Strzok was reassigned this summer from Mr. Mueller's investigation to the F.B.I.'s human resources department, where he has been stationed since. He sent the text messages to Lisa Page, an FBI lawyer who also left the Mueller investigation this past summer.

A lawyer for Strzok declined to comment.
