Japan's Asahi newspaper reported South Korean intelligence sources were concerned the North Korea were finding new ways to use their estimated 2,500 and 5,000 tons of chemical weapons.

"To send North Korea a unified message from the global community, that we will not accept you as a nuclear nation", US Secretary of State Rex Tillerson said.

The Asahi report comes a day after the White House published its National Security Strategy, a document that said Pyongyang is "pursuing chemical and biological weapons which could also be delivered by missile".

On Tuesday, Bloomberg reported that South Korean intelligence officials have warned North Korea is working on a program to prevent anthrax from disintegrating at the kinds of high temperatures that would be experienced during an ICBM's re-entry of Earth's atmosphere from space.

And the Foreign Secretary told a private Westminster meeting on Wednesday that the United States could pull all of their military prescence out of South Korea in a bid to convince China to step in a topple crazed communist Kim.

China has in the past proposed a "freeze for freeze" arrangement under which North Korea would stop its nuclear and missile tests in exchange for a halt to the exercises.

Pyongyang, however, denies it has any biological weapons program.
