Taiwan's authorities in the city of Kaohsiung launched an inquiry following South Korea's seizure of the Hong Kong-flagged Lighthouse Winmore, an oil tanker which delivered oil products to a North Korean vessel at sea.

China, North Korea's main economic lifeline, will impose bans on exports of iron, steel and other metals, as well as on industrial machinery and transport vehicles to North Korea, from January 6, its Commerce Ministry stated on Friday.

As state-run Xinua media reports, "Hua said that China had immediately investigated the relevant ship and found that it has not docked in any Chinese ports and had no entry and departure records of Chinese ports since August".

But instead, it transferred as much as 544 tonnes to the North Korea-flagged Sam Jong 2 on October 19 in global waters between China and the Korean peninsula, on the order of its charterer, Billions Bunker Group Corp., based in Taiwan, the ministry official said.

Taiwan's Presidential Office said the company that chartered the ship was not incorporated in Taiwan, but did not say whether the firm's owner or officials are Taiwanese. "But when oil is going in, I'm not happy about that".

On Friday, a foreign ministry spokesman applauded news of possible talks between the North and South Korea's government. "If they don't help us with North Korea, then I do what I've always said I want to do".

China a staunch communist ally of North Korea has been repeatedly urged by the worldwide community to abide by the sanctions imposed on North Korea. In October, when it allegedly transferred petroleum products to the North Korean ship, the Lighthouse Winmore had its tracking transponder switched off.

BEIJING-China on Friday tightened limits on critically important energy supplies to North Korea and stepped up other trade restrictions under intensified United Nations nuclear sanctions.

The Trump administration has led a drive to step up global sanctions on North Korea in response to its efforts to develop nuclear-tipped missiles capable of hitting the United States.

Under the new restrictions, Chinese companies will be allowed to export no more than 4 million barrels of oil and 500,000 barrels of refined petroleum products per year.

Such ship-to-ship transfers are prohibited by a U.N. Security Council Resolution that was adopted in September, part of a suite of sanctions that target North Korea over its nuclear and missile programs.

Previous sanctions banned sales of natural gas to North Korea and purchases of the North's textile exports, another key revenue source.
