Sen. Chris Coons, D-Del., said he was encouraged by Trump's embrace of eventual citizenship for the young immigrants.

He also said that while he wants to eliminate the diversity lottery, the visas could be used for merit-based immigration.

The White House has reiterated its opposition to the measure, and officials say they are escalating criticism to kill it as immigration talks resume.


The officials spoke on the condition of anonymity because they were not authorized to publicly discuss the plan before its release.

Durbin of IL, a senior Democrat, offered Mr. Trump a deal that would have granted millions of Dreamers a full pathway to citizenship in exchange for less than 10 percent of his border wall. His statement came days after a shutdown and after many Republicans had resigned themselves to the fact that they might have to go it alone on immigration.
