The funding and budget bill includes around $300 billion in extra spending for both military programs and domestic non-military programs such as health, infrastructure and disaster relief. It was the government's second shutdown in three weeks, and most lawmakers were eager to avoid a big show of dysfunction in an election year. "I want them to have to answer people at home who said, 'How come you were against President Obama's deficits and then how come you're for Republican deficits?'"

Their sweeping tax overhaul bill approved in December will add an estimated $US1.5 trillion to the national debt over 10 years.

Lawmakers are struggling to develop a bipartisan solution that would include $25 billion that Trump wants for his promised border wall and other border security measures.

House conservatives on Wednesday revolted against a massive bipartisan deal to raise the debt ceiling and bust spending caps, complaining that the GOP could no longer lay claim to being the party of fiscal responsibility.

When asked why leaders wouldn't open the bill for Paul's amendment, Senate Majority Whip John Cornyn was blunt.
