"Executive Director Henrietta Fore today accepted Justin Forsyth's resignation from his position as Deputy Executive Director of UNICEF", said a UNICEF statement.

They also promised a series of "urgent and immediate" measures, including more resources for safeguarding.

"We have an absolute duty to our staff, our supporters and, above all, the people we seek to help to ensure we do everything in our power to prevent, detect and eradicate unacceptable behaviour".

"However, we can never be complacent".

Forsyth said Thursday he was not resigning from the United Nations children's agency because of "mistakes" he made at Save the Children, but because of the "danger of damaging" the aid organizations and their cause. "This mission is now more important than ever", the spokesperson said. The messages included references to how they looked and what they were wearing.

We welcome Mr. Forsyth's decision to come forward and acknowledge past mistakes.

Mr Forsyth was twice subject to investigation at Save the Children after concerns were raised about his conduct in 2011 and again in 2015 involving three women.

The aid sector needs an independent database and whistleblower system to stop workers accused of sexual misconduct hiding such allegations to find jobs with other charities, experts said, as a sex scandal sparked by Oxfam ricochets through the industry.

Cox, who quit the two charities he set up in his late wife's name when the historic claims against him resurfaced, admitted he "made mistakes and behaved in a way that caused some women hurt and offence".

A petition calling for the resignation of worldwide chairman Sir Alan Parker has been signed by some employees at Save the Children.

"We have sometimes failed, but I feel privileged to have had the chance to help millions of children", Forsyth said.

Earlier this month, reports surfaced that Oxfam employees had paid sex workers while on an aid mission in Haiti, following the country's devastating 2010 natural disaster.

The British charity Oxfam disclosed that several employees hired and exploited prostitutes while providing humanitarian relief in Chad and Haiti.
