"This was attempted murder in the most cruel and public way".

Police officer Nick Bailey, who first discovered and treated the pair at the scene, is also in serious condition. The military was asked to help as they have "the necessary capability and expertise".

"We are accused of everything bad that happens in the world by our Western partners", Sergei Lavrov, Russia's foreign minister, said at a news conference Friday.
