The United Nations Secretary-General has called on the worldwide community to avoid actions which could escalate the crisis in Syria and deepen the suffering of its people.

"I have also been closely following developments in the Security Council and regret that the Council has so far been unable to reach agreement on this issue", Guterres said in a statement.

UN Secretary-General Antonio Guterres has appealed to the five permanent members of the Security Council to break the current deadlock on reported use of chemical weapons in Syria and prevent the situation spiralling out of control in the war-torn country.

Despite allegations that it carried out yet another deadly chemical-weapons attack last Saturday, Syria will next month chair the United Nations disarmament forum that produced the treaty banning chemical weapons.

He called on all member states of the UN Security Council to show restraint in these risky circumstances and avoid any acts that can escalate the situation and worsen suffering of Syrian people.

Guterres called on all the United Nations members to "unite" to deter further escalation that might aggravate the suffering that the Syrian people have endured during the conflict.

"I have repeatedly expressed my deep disappointment that the Security Council failed to agree on a dedicated mechanism for effective accountability for the use of chemical weapons in Syria", his statement said. "I will continue to engage with the Member States to help achieve this objective", he added.

"In Syria, we see confrontations and proxy wars involving several national armies, a number of armed opposition groups, many national and global militia, foreign fighters from everywhere in the world, and various terrorist organisations", he added.

The document aims to find common ground in support of an investigation of the alleged chemical attack in Douma, Syria by the Organisation for the Prohibition of Chemical Weapons (OPCW).

US Ambassador to the United Nations Nikki Haley said Washington estimates that Syrian regime leader Bashar al Assad's forces have used chemical weapons at least 50 times during the seven-year-long conflict.

United Nations partner the Organisation for the Prohibition of Chemical Weapons (OPCW) has deployed a fact-finding mission to the area.
