Sydney-based organisation, The Ethics Centre, led by executive director Dr Simon Longstaff, will oversee the independent organisational review, while the player assessment will be headed up by former Test opener Rick McCosker.
The scandal resulted in on-field leaders Steve Smith and David Warner suspended for 12 months, opener Cameron Bancroft for nine, while coach Darren Lehmann quit despite being found not to have had prior knowledge of the plot.
Former Australia cricketers Shane Watson and George Bailey will sit on a panel that includes the likes of Test captain Tim Paine and paceman Pat Cummins as the nation attempts to move on from the ball-tampering saga.
The Ethics Centre led a review into the culture at the Australian Olympic Committee a year ago after multiple allegations of bullying rocked the organisation.
'The reviews will commence immediately, and we fully anticipate being able to begin implementing findings before the start of the 2018-19 cricket season'.
The Australian Cricketers' Association, which fought a bitter campaign with CA over a new pay deal for players past year, said it welcomed an investigation into CA's culture and governance.
The governing body said it wanted to ensure there was never a repeat of the conduct during the third Test against South Africa in March that tarnished Australian cricket's reputation.
The review, promised by Sutherland upon the lengthy suspensions of Steve Smith, David Warner and Cameron Bancroft, will investigate any cultural, organisational or governance issues within CA and the sport and if there are links to that and player behaviour.
The independent review will seek input via surveys and interviews with relevant stakeholders and will also integrate the directions and outcomes of the Rick McCosker Player Review.
Cricket Australia chairman David Peever said administrators shared the disappointment of the fans and was "determined to do all we can to prevent such events from ever happening again".
The players' review will run in conjunction with the wide-range review into Cricket Australia's organizational structure. The CEO of Cricket Australia said that, just like everyone else, they deserve another chance.
The sanctions were well above those imposed by the International Cricket Council for ball tampering, but reflected the backlash in Australia.
Sutherland is confident Australian cricket can recover.
"I haven't thought about (resigning as CEO) and I really see the responsibility I have to push through this and deal with the situation", he told local radio station SEN on Tuesday.
