The U.S. says it has the right to decide where to put its embassy, and Haley said Tuesday the decision simply recognized "reality".

The Israeli military said Monday in a statement that some protesters "hurled firebombs and explosive devices at the security fence and Israeli troops".

As Israeli forces dropped drones with tear gas and shot at Palestinian protesters in Gaza on Monday, U.S. President Donald Trump's son-in-law and senior adviser Jared Kushner called the protesters "part of the problem and not part of the solution".

Israeli forces killed at least 52 Palestinians in a wave of gunfire condemned as a "massacre" by Palestinian Authority President Mahmoud Abbas.

Israel faces mounting regional and worldwide pressure over the deaths of Palestinian protesters on the Gaza border, with South Africa, Turkey, Belgium and Ireland withdrawing their ambassadors from Tel Aviv and the UN Commission on Human Rights calling for an independent inquiry.

The Palestinians have long wanted Jerusalem to be the capital of a future Palestinian state.

Speaking to reporters at a White House briefing, Shah also declined to join with other countries, including France and Britain, in calling for Israel to exercise restraint in its response to the protests.

The Palestinian Authority has recalled its ambassador to Washington in response to the relocation of the U.S. embassy in Israel to the disputed city of Jerusalem, the Palestinian Foreign Ministry stated Tuesday.

While some members said the U.N.'s most powerful body needed to speak as one to try to calm the volatile situation - and the Palestinian envoy implored, "When are you going to act?" - a proposed statement had stalled Monday after the US blocked it. They killed 60 people and injured well over 1,000 with live fire, according to Gaza's Health Ministry. They held signs proclaiming "70 years too many" and "Stop Israel's illegal occupation".

In an apparent tit-for-tat, Israel then requested the Turkish consul general in Jerusalem leave the country. "The location of the embassy has no bearing on the specific boundaries of Israeli sovereignty in Jerusalem, or the resolution of contested borders".

Alistair Burt, UK Minister for the Middle East, has said the U.S. needs to show greater understanding of the root causes of the Israeli-Palestinian conflict, in a rare criticism of Britain's closest ally.

Obayda Afghani, who was born in the Palestinian territory, said she was "angry and outraged and frustrated" about the killings on Monday: "You hear condemnations here and there, but is that enough?"

Other countries have taken or signalled diplomatic action: Turkey expelled Israel's ambassador, Ireland and Belgium summoned Israeli envoys, and the United Nations human rights office called for an investigation into the bloodshed.

More than 600 protesters blocked roads in the city center for over two hours, he said.
