The British Columbia Supreme Court dismissed their petitions aimed at quashing an environmental assessment certificate issued by the province for the project under the previous Liberal government. It's also contingent on assurances the twinning of the pipeline will be completed.

By buying the pipeline, the government of Canada has essentially agreed with Kinder Morgan - a private company could not build a fully authorized project in a timely and commercially effective manner.

As the Trudeau government prepares to take over the controversial $7.4-billion Trans Mountain Pipeline expansion, project management experts say it is critical that government oversight is handled properly.

Opponents - including environmentalists, First Nations and community groups - have vowed to redouble their protests.

"It needs to be a world-class project ... it needs the best Canadian workers", Cochrane said.

Houston-based Kinder Morgan earlier halted essential spending on the project and said it would cancel it altogether if the national and provincial governments could not guarantee it.

"It does not matter who owns the pipeline", said Horgan. It didn't specify how it would spend the proceeds of the sale but did say it plans to continue to invest in Canada. "Our government is determined to defend British Columbia's interests within the rule of law and in the courts".

Critics on both the right and the left have criticized the move, the right saying the government should not be using taxpayer money, with the left saying the project is futile and flies in the face of clean energy goals.

Unfortunately for the federal Liberals, those in BC who voted for them in the 2015 federal election are largely opposed to their decision to buy the pipeline, 49 per cent opposed vs. 40 per cent support.

Though the expansion has received federal approval, it has seen numerous delays because of local opposition and legal challenges. "This kind of project belongs in the private sector, and it should never have left it".
