Top Republican Paul Ryan says Trump shouldn't pardon himself

"I think Chairman Gowdy's initial assessment is accurate", Ryan said.

Most experts say his claims of the right to self-pardon, and accusation that the Mueller investigation is unconstitutional, lack strong legal foundation.

Ryan was asked on Wednesday by reporters at the US Capitol whether Trump can legally pardon himself, most pertinently if he ends up falling foul of the Russian Federation investigation by special counsel Robert Mueller that evolved out of that early scrutiny.

The Senate Intelligence Committee agreed to provide records in response to a request from the Justice Department, and the Senate on Wednesday passed a resolution allowing it to do so.

The comments contradict Trump, who has insisted the agency planted a "spy for political reasons and to help Crooked Hillary win".

Even if there's no action behind it, Ryan has chosen an odd time to challenge Trump and his allies.

Asked whether Trump can legally pardon himself, Ryan told reporters at the U.S. Capitol: "I don't know the technical answer to that question but obviously he shouldn't". The full Gang of Eight - which includes the Republican and Democratic leadership in the House and Senate, as well as the top Republicans and Democrats on the Intelligence committees - received the same briefing later the same afternoon.

Ryan spoke out to defend Trey Gowdy, a fellow Republican and friend, who is a member of the House Intelligence Committee and was briefed on what Trump calls "spygate" last month.

Gowdy added, in a separate interview on "CBS This Morning", that such informants are used all the time and "the Federal Bureau of Investigation, if they were at the table this morning, they would tell you that Russian Federation was the target and Russia's intentions toward our country were the target".

"It would have been helpful if we got this information earlier", he added.

Trump's lawyers in the Mueller probe have also taken advantage of the back and forth, with Rudy Giuliani telling The Associated Press on Thursday that Trump won't do an interview in Mueller's investigation unless they see the documents themselves.

Ryan also rejected Trump's claim that FBI investigators illegally placed an informant inside his campaign.

Burr, however, appeared ready to move on, saying the briefing he attended "sufficiently covered everything to do with this right now".

Fox News' Shep Smith began his Wednesday afternoon show by not only condemning President Donald Trump's latest attempt to thwart the rule of law, but also by using one of his erstwhile congressional ally's words against him.

"You've just confirmed whatever Republican leaders say you believe".

"Let me just tell you that from - from my perspective - I don't think the president needs any advice on pardoning himself", McConnell said.
