The last remaining land-border dispute between Canada and the United States has come to a boil again after US patrol vessels reportedly stopped and boarded Canadian fishing boats in the disputed waters around Machias Seal Island, a windblown outcrop between New Brunswick and Maine.

John Drouin of Cutler, Maine, said Friday that he was out about two weeks ago when USA patrol agents came alongside his boat in the so-called Grey Zone to him to ask where he was from and to see his paperwork.

John Drouin said his and his two sons' boats and those of other American fishermen have all been stopped in the past couple of months by U.S. Border Patrol vessels, something he's rarely seen in 40 years plying the waters.

The waters that surround the island, at the mouth of the Bay of Fundy, in the Gulf of ME are also disputed.

A spokesman for Global Affairs Canada has said it is contacting USA agencies about the encounters, but that the federal government considers its sovereignty over the area to be "long-standing" and grounded in worldwide law.

Canada's foreign affairs department said that it had heard about two stops in late June involving Border Patrol officers and had asked the USA government for an explanation.

"We don't want this to be a great worldwide incident, but it's kind of curious", said Laurence Cook, the chairman of the lobster committee at the Grand Manan Fishermen's Association in New Brunswick.

In a statement to the Guardian, US Customs and Border Protection confirmed that agents had "interviewed" 21 Canadian vessels so far this year.

A Customs and Border Protection spokeswoman told the BBC that US Border Patrol was "conducting regular patrol operation to enforce immigration laws and other violations of federal law that they may encounter in the course of their duties" during June. He said Canada considers its sovereignty over the area to be "longstanding" and grounded in global law.

Reports say that the agents were asking about illegal immigrants.

It's possible that neither country sees it as a high-stakes priority, said Kelly, but orderly access to the waters is "vital" to the two fishing industries.

Ties between Canada and the United States have been strained since President Donald Trump slapped tariffs on Canadian steel and aluminum, citing USA national security, with Trump calling Canadian Prime Minister Justin Trudeau "very dishonest" and "weak" after a spat at the G7 meeting in Quebec last month.

Unlike Canada, the United States does not help maintain the island but still believes that it is their property.

Cohen said he doesn't know who is being targeted by the U.S. Border Patrol when it pulls up along a Canadian fishing boat.

The State Department did not respond to a request for comment.

The area in question is just off Machias Seal Island.

But Drouin said the bigger issue is Canadian use of the zone.

But some Canadian fishermen have described the encounters as harassment.

"Until the matter of the boundary is resolved, we will continue to take practical steps with the U.S.to ensure that the area is well-managed".

The Grand Manan Fishermen's Association said it will work with the Canadian government to make sure it is able to keep fishing activities going in a normal fashion. Any vessel operator that does not slow down and stop when ordered by Border Patrol agents can be criminally charged, Malin said.
