A third named Atlantic storm that formed off the North Carolina coast early on Sunday was forecast to become a hurricane on Monday, the U.S. National Hurricane Center said, while Tropical Storm Beryl looked set to threaten Puerto Rico.

Tropical Storm Chris continues to strengthen to the south of Cape Hatteras in North Carolina.

Tropical Storm Beryl has picked up speed in movement, but not winds, according to Sunday's 11 a.m. advisory from the National Hurricane Center. The storm brewing so close to our coast means we will deal with an elevated risk of rip currents today as well as rough surf and a strong longshore current. By later this week, Chris may bring gusty winds and heavy rain to portions of Atlantic Canada. A dip in the jet stream will reportedly help move the storm out to sea.

Though the tropical storm is not really moving anywhere, it is still strengthening.

HIV Vaccine Shows Promise In Human Trial
We can not say anything on a note as the majority of studies which are done on the animals prove to be wrong when seen in humans. But despite advances in treatment for HIV , both a cure and a vaccine for the virus have so far remained elusive.

The storm that had been the Atlantic season's first hurricane has been losing power, but residents on islands hit hard by storms previous year stocked up on food and water Saturday and prepared for possible damaging winds, rains and waves.

The disturbance is expected to move west-northwestward for the next day or so, passing over the Virgin Islands and Puerto Rico today, and over Hispaniola tonight.

Puerto Rico Governor Ricardo Rossello said the territory had opened more than 40 evacuation shelters for those in need.

As of Monday morning, Chris was still meandering in one spot, about 200 miles off the coast of the Carolinas.

"Im praying for all the brothers who are still living under a plastic roof", said Alfonso Lugo in the southeastern Puerto Rico town of Humacao. Hurricane force winds range from 74 miles per hour until 110 miles per hour, when the storm then becomes classified as a major hurricane.
