The man who harassed a woman at a Chicago-area park for wearing a Puerto Rico shirt in the USA has been hit with two felony hate crime charges.

The Forest Preserve District of Cook County Police Department - where Mr Connor worked for 12 years - announced that he had resigned on Wednesday.

It started going off the rails when a man approached her asking her why she was wearing a sleeveless Puerto Rico flag shirt, which also had "Puerto Rico" written below the neckline. He is scheduled to appear for a bond hearing Friday.

"The video does not look good, but anybody who is a football fan knows that the video does not tell the whole story", Tamara Cummings, general counsel for the Illinois Fraternal Order of Police Labor Council, said.

The Forest Preserves confirmed they launched an investigation into the response of the officer, with Connor assigned to desk duty pending the outcome. The man resumes his abuse, saying: "You're not American, if you were American you wouldn't wear that".

Irizarry, who was at the park with friends for a birthday party, can be heard on the video telling Trybus that she is indeed an American citizen. The video, posted on Facebook, has been viewed more than 1.2 million times.

Trybus is facing a misdemeanor assault charge.

What unfolds over the 30-minutes is a man physically and verbally intimidating a very polite and poised 24 year old American woman, while a uniformed police officer stands by and does nothing to intervene or help. We can not allow those who do not understand America's greatness to terrorize people due to their background.

More officers then arrive at the scene and a female cop sits Trybus down and threatens to charge him.

Timothy Trybus, 62, kept harassing Irizarry.

The appalling incident of June 14 and the inaction of one former member of the Forest Preserves Police should not diminish the greatness of the Preserves, nor dissuade people from enjoying our 70,000 acres of nature and beauty.

In the wake of the incident, Cook County Board President Toni Preckwinkle offered her apology to the woman and took the unusual step of calling Ricardo Rossello, the governor of Puerto Rico.

"I am appalled, shocked & disturbed by the officer's behavior", Rosselló tweeted.

Quick aside and history lesson: Puerto Ricans are indeed US citizens.
