Anti-hate crime groups said the comments by Johnson, who resigned last month, would encourage Islamophobic and sexist abuse at a time when attacks were already on the rise.

Britain's Prime Minister Theresa May shared, "I think Boris Johnson used language in describing people's appearance that has obviously caused offense".

The leader of the Scottish Conservatives, Ruth Davidson, called Johnson's remarks "gratuitously offensive" and said he should apologize.

Speaking to the Telegraph, she said: "If you use the analogy of Christianity, would you ever write in the Telegraph that you should have a debate about banning Christians from wearing crucifixes?"

Conservative peer Sayeeda Warsi, a former party chairwoman, accused Johnson of adopting the "dog-whistle" tactics of right-wing firebrand Steve Bannon, US President Donald Trump's former top aide.

Ms Faifi, who wears niqab, a veil which leaves the eyes uncovered, said she could "empathise" with people who find it hard to connect with women whose full faces they cannot see.

"The code of conduct process is strictly confidential", said a Conservative Party spokesman.

Sources close to Johnson said earlier this week that calls for him to apologise for the comments were "ridiculous".

But she added that many people may not have an opportunity to meet veiled women in daily life because they are in the minority even among Muslims.
