Bolton said the U.S. remained committed to negotiating a peace accord between Israel and the Palestinians.
The United States has not signed up to the court and in 2002 Congress passed a law technically enabling Washington to invade the Netherlands to liberate any USA citizen, should they be held by the court. "The United States supports a direct and robust peace process, and we will not allow the ICC, or any other organization, to constrain Israel's right to self-defense".
The PLO office in Washington did not immediately respond to a request for comment.
