Hurricane Florence Downgraded To Category 2 Storm, Still Concerned Life-Threatening

Hurricane-force winds began whipping North Carolina as federal emergency management officials warned that the hurricane remained a "very unsafe storm" capable of wreaking havoc along a wide swathe of the coast.

The National Hurricane Center says the eyewall of Hurricane Florence is beginning to reach the North Carolina coast.

Hurricane Florence has weakened to a Category 2 storm as it approaches landfall in the United States - but it is very slow moving and could linger the coastline bringing catastrophic flooding and heavy losses to insurers. Florence is expected to arrive in southeast North Carolina on Friday morning before drifting south into SC.

"The net result of these competing steering flows will see Florence slow, meander, or even become stationary for possibly 48 hours before the system moves ashore". The eye of that hurricane merely grazed the coast. "Surge-related flooding can vary greatly over short distances", the advisory said.

Service forecaster Brandon Locklear predicted Florence would drop up to eight months of rain in two or three days.

"This rainfall will produce catastrophic flash flooding and prolonged significant river flooding", the NHC said.

As of 5 a.m., its maximum wind speeds remain at 110 miles per hour as it started to ingest drier air, says FOX 13's meteorologist Tyler Eliasen, however, it also means Florence's wind field has grown larger.

"A slow westward to west-southwestward motion is expected Friday night and Saturday".

About 10 million people could be affected by the storm and more than 1 million had been ordered to evacuate the coasts of the Carolinas and Virginia, jamming westbound roads and highways for miles. North Carolina corrections officials said more than 3,000 people were relocated from adult prisons and juvenile centers in the path of Florence, and more than 300 county prisoners were transferred to state facilities.

North Carolina and SC are bracing for the onslaught, which could bring storm surges as high as nine feet and rainfall of as much as 40 inches in some areas.

The News & Observer reports that the storm's path shifted early Wednesday and it is now bearing down on southern North Carolina and northern SC, where it could dump up to 40 inches of rain in places.

By 5 a.m., Florence was only 25 miles away.

Officials have warned that the life-threatening storm could come with maximum sustained wind speeds of 90mph and carries a risk of "catastrophic" flooding. "We know that this is an extremely risky situation", Cooper told "CBS This Morning" on Thursday.

But the storm still carried "very risky winds", the Center added. Hurricane-force winds extended 80 miles (130 kilometers) from its center, and tropical-storm-force winds up to 195 miles (315 kilometers).

Glenda Dougherty, also on the flight, was scheduled to come to Northeast Ohio for a wedding in a few weeks, but the storm altered her plans.

The first large power outage in the Wilmington area also occurred Thursday morning, with the Duke outage map showing almost 1,400 customers in the Acme-Delco area of Columbus County and northwest Brunswick County without power.
