Google announced the changes to its policies in a blog.

Now that all Android software isn't free, only time will tell if device makers will ask consumers to cover the cost of licensing fees.

Though Google has just filed an appeal in hopes of overturning the decision, it has also just outlined its plans for addressing the EC's concerns regardless.

Google failed to specify the amount of the license fee or whether manufacturers would pass it along to customers saying only the fee was required in order to recoup losses from the decision. In another major change, per CNBC, Google will also end restrictions on phone makers selling forked versions of Android.

The result, critics said, has given Google huge staying power and a massive core audience whose personal data Google uses to maintain its dominant position in online advertising.

Phone vendors will have to comply with Google's old rules if they want to ship Android smartphones and tablets in other parts of the world. It also accuses the company of preventing third parties using its Adsense product from displaying search advertisements from Google's competitors - a third case against the company.

The licensing fees aren't available for each app alone but for the Google mobile application suite as a whole, which includes all the Google apps, except the Chrome and Search apps, which will be offered under separate licensing fees.

"Previously", CNBC notes, "Google tied together a suite of 11 different apps that phone makers would have to pre-install if they wanted to license its app store, Play". Breaking up Google's licensing agreement is going to have a financial impact on OEMs.

This is what we reported earlier this summer would be the big thing to watch once the European Union ruling came down. The company has a vested interest in making that claim a reality: It collects most of the information it relies on via the web, and built the Chrome OS platform around this concept. Such devices will not have access to the Play store though. If, say, a developer wants to embed Google Maps or use Google's cloud push messaging, that means building a dependency on Play Services into their app.
