The killing of the Saudi journalist Jamal Khashoggi in Saudi Arabia's Istanbul consulate was premeditated, the country's attorney general said Thursday, in what marks a further significant shift in the Saudi version of events.

Public Prosecution received the information from the joint Saudi-Turkey team investigating Khashoggi's death.

Saudi Arabia initially insisted Khashoggi had walked out of the consulate after visiting the building on October 2.

Saudi Arabia says it has signed $56 billion of deals at an investment conference this week and expected the United States to remain a key business partner despite a partial boycott of the event over the killing of Saudi journalist Jamal Khashoggi.

News of his departure came two days after he was pictured shaking hands with Saudi Crown Prince Mohammed bin Salman and his father, King Salman, in Riyadh.

On Thursday, the crown prince chaired the first meeting of the committee responsible for that shuffle, according to Saudi state media.

After Saudi Arabia said 18 people had been arrested over the killing, Mr Cavusoglu asked "who gave them the orders?" and pointed out that Mr Khashoggi's body has still not been found.

Slain journalist Jamal Khashoggi was butchered in a "premeditated" attack, prosecutors say, in an extraordinary reversal from Saudi authorities about the fate of the writer.

An official at Turkey's presidential palace told Bloomberg, however, that while Turkey wants the crime to be uncovered, it had no interest in interfering in Saudi internal affairs or trying to influence who becomes the next king. Cavusoglu said Turkey had no intention of taking the Khashoggi case to an global court but would share information if an worldwide inquiry were launched.

Addressing the conference on live television, the crown prince called the murder "a heinous crime that can not be justified". He had been planning to settle in Istanbul and marry his Turkish fiancee when he was detained and killed in the Saudi Consulate.

Saudi officials at first said that Khashoggi walked out of the consulate three weeks ago and that they did not know his whereabouts.

In a preliminary action against the 21 top Saudi Arabia officials indicted, U.S. has revoked their visas and diplomatic immunity, United Kingdom followed suit by revoking those suspected to be directly or indirectly involved in the brutal murder of self-exiled & Washington Post columnist Jamal Khashoggi.

Saudi officials have claimed Mr Khashoggi died accidentally in a fight during an unauthorised overseas kidnapping operation. Erdogan called it a "brutal" murder. Salah and family expressed "great thanks" to the crown prince and his father King Salman, according to state media, and they expressed their condolences.
