Numerous charter boat operators were sensitive enough about the attacks to refuse the ABC's attempts yesterday to charter a boat out to Cid Harbour, amid concern about adverse media attention on the region.

Two doctors who were part of the man's group provided immediate first aid and the Queensland Ambulance Service was notified.

"Despite their best efforts, the injuries were too severe", O'Connell said.

The victim was taken by helicopter to the Mackay Base Hospital, 100km to the south, where he died.

RACQ CQ Rescue crewman Ben McCauley said the man's injuries were "absolutely horrific".

"It was one of the more hard ones for everyone involved". A 12-year-old tourist, Hannah Papps, was attacked in the same harbour while swimming from a yacht the next day, losing a leg.

The last shark attack in the Whitsunday Islands before this Australian spring's spate, occurred on February 13, 2010.

Tourism Whitsundays chief executive Peter O'Reilly said at the time that the Trumbull attack was the first in the islands in 13 years and only the third ever recorded.

"We need to be looking at the baitfish movement, we need to be looking at the water conditions ... any other factors that might be happening in that area that is obviously changing shark activity", Dr Chapman said.

"During this holiday period, we urge people to exercise caution, stay out of the water and not throw food scraps overboard from boats", the department said.

Authorities killed six sharks in the Cid Harbor area in a week following the September attacks in a bid to reduce their numbers in the popular tourist location.

Conservationists argue that drum lines kill sharks unethically, and also harm other marine life.

Gschwind called for a science-based response to the latest tragedy.

The 33-year-old worked as a urologist at Melbourne's Austin Health and died from the attack by an unknown species of shark at dusk on Monday.
