One person is dead and two have been injured in a stabbing incident in Melbourne. Police were investigating the incident in Melbourne as suspected terrorism, and they were re-evaluating security plans for upcoming public events.

They had initially thought the man was running to catch a tram close by, before a nearby police vehicle rushed to the scene.

Authorities are praising members of the public who helped police take down a man who launched a deadly terror attack in Melbourne.

The suspect has been "known to police mainly in respect to relatives he has that are certainly persons of interest to us", Ashton said.

Police later shot the man who threatened officers with a knife and he is in a critical condition under guard at a hospital, Victoria Police Superintendent David Clayton told reporters.

Police said the driver got out of the vehicle, which then caught fire, and attacked three bystanders with a knife before being fatally shot by police. One of the officers raises his weapon, a shot is heard and the man falls to the ground clutching his chest.

Commissioner Ashton said authorities discovered gas bottles in the auto that erupted into flames during the incident.

The Metropolitan Fire Brigade said the fire was contained within 10 minutes. It sounded like a gunshot.

Another witness on a passing tram told ABC Radio it seemed police had been trying to subdue a man who was waving something.

"Turned out there was an old man in front of me, literally by my feet".

"He was facedown, facedown, and there was a lot of blood".

"He was fighting against the police, police tried to subdue him". "They didn't know what to do because obviously in that situation it is pretty insane".

The man then follows the attacker as he continues down the street with police around him, once again pushing his trolley towards the group.

The incident is being treated as terrorism, police said.

Victoria Police are urging any witnesses to the incident to attend Melbourne West Police station to give a statement, or alternatively upload any images or videos from the incident to the Victoria Police facebook page.

EARLIER: A SERIES of explosions have been heard near Bourke Street this afternoon as police lock down the city.
