The Trudeau government says it's disappointed that a USA judge has halted progress on building the $10-billion Keystone XL crude oil pipeline.

The federal court order blocks a Trump administration permit for the construction of the pipeline. Judge Brian Morris noted in his ruling that the law requires the Trump administration to "provide a "reasoned explanation" for claiming in its analysis that despite the Obama administration's previous findings, "climate-related impacts from Keystone. would prove inconsequential".

On September 21, the State Department published an environmental assessment of a new proposed pipeline route through Nebraska, concluding that it does not threaten local waters or flora and fauna. As a result, the number of people who will be genuinely surprised if the Keystone XL project-vetoed by the Obama administration and later revived by President Trump-ever sees the light of day is growing.

A federal judge temporarily blocked construction of the controversial Keystone XL pipeline, ruling late Thursday that the Trump administration had failed to justify its decision granting a permit for the 1,200-mile long project created to connect Canada's tar sands crude with refineries on the Texas Gulf Coast.

In a 54-page order issued late Thursday, Judge Morris alleges the US Department of State committed multiple violations when it approved the construction of the $8 billion, 1,900-kilometer pipeline in 2017. It has become the focal point of a decade-long dispute that pits Democrats, environmental groups and Native American tribes who warn of pollution and increased greenhouse gas emissions against business groups and Republicans who cheer the project's jobs and potential energy production. Also on Thursday, a federal appeals court ruled that President Trump can not immediately end the program, DACA, that shields from deportation young undocumented immigrants who were brought to the country as children.

According to a report in The Hill, Judge Morris said the State Department didn't properly take into account the effects of global warming, the risk of oil spills and worldwide oil prices.

The proposed USA portion of the pipeline would run about 875 miles through Montana, South Dakota and Nebraska.

Other plaintiffs in the suit included The Center for Biological Diversity, Friends of the Earth, the Sierra Club, the Natural Resources Defense Council and Bold Nebraska.

TransCanada did not indicate how it would proceed on Friday but the ruling is a blow to the company's plans to begin construction early next year.

"We have received the judge's ruling and continue to review it".
